Notice to Proceed

11/09/09

The Agency issued the formal “Notice to Proceed” for the required work. Simultaneously with the above – the Agency, through its environmental consultant, Dresdner Robin Environmental Management, Inc., began relocation of hazardous and non-hazardous soils in the building. The consultant also collected samples of the non-hazardous soils for reuse at another site. The Agency also removed piles of debris and concrete from the site providing a clear staging area for the contractor to begin mobilization.

As the Agency’s contractor Gramercy Group, Inc. undertook the removal of the smokestacks on the roof of the Jersey City Powerhouse it became evident that a more serious situation existed.
